This shapefile was started by with the union of La Crosse county taxparcels (2004), DNR hydo, and a 33-foot buffer of the road centerlines. Using the methodology described below along with, aerial photographs (2000), and field analysis (2004), land use was determined for La Crosse County.
Land Use Methodology
1. Minimum Mapping Unit will be 100 by 100 feet. This will be used when deciding if a land use, such as woodlands, should be separated from an adjacent land use or included with the adjacent land use. 2. A 1:3000 scale will be maintained while digitizing. 3. All digitizing will be completed with reference to the 1992 DOQ. The rectified 2000 photos will be continually viewed and checked against the 92 DOQ for any variations between the images. 4. We will digitize and identify polygons based on the 2000 photos. Subdivisions that are shown on the tax parcel shapefile but are not shown on the 2000 aerial photos will be field checked. 5. A bookmark of a location will be created if a question of a land use arises. The bookmark will be brought to another team member's attention within an adequate amount of time. 6. At the end of every work day a backup file will be created for northeast_lu and southeast_lu shapefiles and saved in a folder titled backup. There will consistently be four backup files and the oldest, or 5th file, will be deleted daily.
7. The hydro polygons, from the DNR will be used for coding all areas of water. If the air photo shows a shoreline which is not dynamic and the hydro layer does not line up accurately, then the 2000 air photo will be used for digitizing shoreline.
8. The roads buffer will define the borders of all roads except for the interstate. All polygons near the road buffer will be allotted categories of adjacent polygons. 9. We will log daily activities, and once a week these activities will be recorded into a weekly report.
Land Use: 1000	Residential
Includes activities that occur in all types of residential uses, structures, ownership characteristics, or the character of the development. The residential land use will include mowed yards. Residences that are located in pastures that do not have an obvious yard will be given a 200 by 200 foot yard that will be included in the residential polygon. Residential polygons will not include wooded lands. An isolate building that cannot be determined as anything other that residential will be allotted the category 1110. Houses that may be broken up into apartments and that cannot be distinguished from single family residences, such as off-campus student housing, will be allotted the category 1110. Vacant lots in urban residential areas that are smaller than the minimum mapping unit and that are surrounded by houses will be allotted the category 1110.	Land Use: 1100	Household Activities
Includes those activities normally associated with single-family, multifamily, town homes, manufactured homes, etc.	Land Use: 1110	Single Family Residential
Single family housing.	Land Use: 1120	2 -4 Families Residential
Housing for two to four families.	Land Use: 1130	5 or More Families Residential
Housing for five or more families.	Land Use: 1140	Mobile Home
Mobile Home.	Land Use: 1150	Farmstead
A residence that includes farm related structures. A polygon will be defined as a farmstead if the residence consists of more than three structures grouped together and if the residence is adjacent to land uses 8100 ( agriculture activities) or 8300 ( pasture, grazing). Many residences contain three structures (house, garage, shed) so additional structures from these three basic structuresindicate a farmstead land uses. Land Use: 1200	Transient Living - Motels/Lodging
Activities associated with hotels, motels, tourist homes, bed and breakfast, etc. Note that the distinction between various residential activities is independent of the definition of a family.	Land Use: 1300	Institutional Living
Residential living activity associated with dormitories, group homes, barracks, retirement homes, nursing homes, etc. These activities may occur in any number of structural types (single-family homes, multi-family homes, manufactured homes, etc.), but the activity characteristics of such living is not the same as the other subcategories under residential activities. Also note that the distinction between various residential activities is independent of the definition of a family.	Land Use: 2000	Shopping, Business, or Trade
This category captures uses that are business related. Use it as a catch-all category for all retail, wholesale, service, office, and restuarant activities.	Land Use: 2100	Shopping, Business, or Trade
This category captures uses that are business related. Use it as a catch-all category for all retail, wholesale, and service activities.	Land Use: 2110	Retail
Primarily for all retail shops and stores that sell goods. This is not to be confused with shops that sell services.	Land Use: 2120	Wholesale
Primarily warehouses and distribution centers.	Land Use: 2130	Service
Shops that primarily sell services such as hairdressing, contractors, dry cleaning, plumbers, electricians, banking, car wash, lube stations, animal hospitals, mini storage facilities, funeral home, etc.	Land Use: 2200	Restaurant Type Activity
Eating, dining, and such activities associated with restaurants and other establishments that serve food, drink, and related products to be consumed on or off premises.	Land Use: 2300	Office Activities
Typical office uses should be categorized here including those that are primarily office-use in character. Use this category as a catch-all designation for all office-type uses such as realty, insurance, and law activities.	Land Use: 3000	Industrial, Manufacturing, and Waste Related Activities

All roads that are on the roads shapefile, even if they do not appear on the 2000 photos will be allotted the category 5200.
Thin, undetectable slivers that are adjacent to roads will be allotted the category 5200. All alleys will be given the category 5200.	Land Use: 5400	Trains or Rail Movement

Also includes sod production, nurseries, and orchards. A polygon that is composed of land that contains evidence of furrowed or fallowed land will be allotted the category 8100.
A polygon that provides obvious evidence of agricultural activities or provides evidence of recent agricultural activities from the 1992 image regardless of present lack of furrows will be allotted the category 8100. A polygon that provides present evidence of grass and additional land covers, such as shrubs, saplings, etc. will not be allotted the category 8100 (It will be allotted the category 8300).
A polygon that consists of an open field that does not contain furrows, is adjacent to obvious agricultural fields, and does not provide evidence of shrubs, saplings, etc. will be allotted the category 8100.
Isolated structures within agricultural lands will be allotted the category 8100. Structures that are difficult to recognize from the air photo (blurred), that do not provide evidence of recent activity, and are isolated structures located within agricultural land, will be included in polygons that are allotted the category 8100. Vacant lots in rural suburban areas will be allotted the category 8300.
Land Use: 8200	Livestock Related Activities
Activities associated with feeding and raising of livestock in pens and confined structures.	Land Use: 8300	Pasturing, Grazing
Activities normally associated with feeding and grazing in open ranges. A polygon that does not provide evidence of furrowed or fallowed land and does not contain dense tree coverage or contains only sparse and separated tree coverage will be allotted the category 8300.
A polygon that provides current evidence of grass and some additional land covers, such as shrubs, saplings, etc. that is not residential land, will be allotted the category 8300. The category 8300 will be alloted to any rural lot that is vacant of a structure.	Land Use: 8500	Quarrying Includes activities normally associated with borrow pits.
